Santa Lucia River was chosen by the national government as a source for drinking water for the city of Montevideo between 1867 and 1871. The first water treatment plant was established with British capital and then passed into the hands of the state in 1949.
In 1923 it was declared a town and in 1971 was upgraded to the category of "villa". The area is mainly agricultural but very much of its population is employed by the Usina de OSE Plant Water Treatment Plant, which is the largest in the country and which supplies drinking water to the departments of Montevideo and Canelones, which account for two thirds of the population the country.
